Major Refinery Modernization Project in Whiting, Indiana

Construction Manager (June 2012-June 2013) Lead night shift construction effort for $1 billion gas oil hydro treater unit, part of a $4 billion upgrade project, with 350 contractor employees.  Work included installation of internal components in reactors and vessels, fitting up pipe including 12 inch schedule 140 for 2,300 PSI reactor, air coolers (fin fans) feed, preheat and steam system, reactors and associated heaters, flare knock out drum, low pressure amine system and effluent exchangers.  Electrical work included 750,000 linear feet of cable and associated cable tray, conduit and terminations.  Contractors worked over 3 million hours with no lost time incidents.

 

 

 

Construction Manager  (May 2011-Feb 12, 2012)—led new construction effort as client representative for Baker-Hughes on a consulting basis via Oxford International on a $17.5 million CAPEX polymer expansion project  Work included civil and structural work for new solvent recovery area, reactor for polymer wax production, cooling tower and motor control building.  Mechanical work included installation of 8 new pumps; cooling tower, one new reactor, associated heat exchangers, two columns, process piping, new flare stack, electrical work and DCS tie in for instrumentation.  Job site is in a semi remote region of northeast Oklahoma.  Civil work completed August 28th, 5 days ahead of schedule.  Mechanical and electrical installation completed on time on budget for February 10, 2012 hand over.  Total contractors on site 105.  Over 105,000 hours worked with zero incident rate.

 

 

Construction Manager III (Mar. 2009-March 2010)—Fluor Arabia: led new construction for 80,000 barrel per day, butane tie in located inside of a major NGL plant for a $4 billion ethylene plant in Jubail, Saudi Arabia.  Work included completion, hydrotest and lay up of two 10,000 barrel spheres, erection of a 400 square meter, tilt wall substation, installation of 3 butane shipper pumps, metering and prover skids and associated civil, E&I, pipe and structural work.  The project was nine months behind schedule in March 2009 when I arrived.  Under my leadership, overall progress improved from 18% during the first year of construction, under the previous project manager to 98% completion in eleven months.  During this time, all contractors, 1,000 employees, worked 2.4 million hours with no lost time incidents.

 

 

Construction Manager III (Nov. 2007-July 2008)—Fluor Arabia: led new construction a major ethylene plant in Yanbu, Saudi Arabia. SME for contractors on pipe rack construction, hydrotests, punch list items and reinstatement and turn over of pipe work to client. Developed work scope for machining five each 84 inch eccentric reducers which had warped gasket faces. Helped significantly improve quantity of hydrotests performed on a monthly basis from 6 in November 2007 to 21 in December, 48 in January 2008 and 55 in February 2008. Acting Vessel Superintendent Fluor Arabia:  Yanbu, Saudi Arabia (Feb-May 2005)—rehabilitated two columns at a major ethylene plant project (following a terrorist attack, the company was asked to take over a de-bottlenecking project that prior contractor would not complete). Supervised an international crew of 240 employees and rebuilt a water quench tower and led the critical stage in the partial rebuild of a gasoline fractionator column.  $4 billion total contract value

 

Security Administration Manager (May 2004-Jan. 2005) for a major EPC company in Baghdad, Iraq coordinated with 4 security sub contractors, generated spread sheets for personal security team billing, armored vehicles (20+) and site security which consisted of expat and Iraqi employees.

 

 

Operations Manager (Jan.-May 2004)--set up and operated rear area support office handling personnel, travel, logistics and procurement.  Set up contract with major hotel chain and coordinated travel from U.S. destinations to Kuwait and Kuwait to Baghdad on military aircraft.  Average volume was 100 employees per week through Kuwait.  Coordinated truck cargo transit through Kuwait and organized military escort from Kuwaiti border to destinations in Iraq for TFRIE project.

Major PM Highlights                                                          

·   Supervised the rebuild of a water quench column at an ethylene plant in Saudi Arabia that had totally collapsed internally due to operational problems. Project was awarded the company’s 2005 Project Excellence Award.

·   Member of a major EPC company’s government group logistics team for the U.S. Army Corp of Engineers Task Force RIE (Restore Iraqi Electricity) responsible for assessing conditions and critical spare parts requirements for 31 power plants following the U.S. led invasion of Iraq. Project was completed in a war zone, on time, under budget and received a score of 8.8 out of 10 from the client.

·   Improved work processes at major utility repair shop in Dallas, Texas which resulted in the repair of over 200 pumps, numerous heat exchangers, which had never been repaired in this shop, and other power plant related equipment, in a 3 year period with a 2% rework ratio.

·   Provided technical direction and supervised the fabrication of 8 superheater condensers in 8 weeks for a power plant near Waco, TX from Foster-Wheeler drawings that could not be obtained from the OEM or any other vendor in the United States.

·   Provided supervision and technical direction for the retube of hydrogen coolers for generators at a Fort Worth, TX power plant to eliminate the build up of lead carbonates and the related time and expense of lead abatement during maintenance activities. Tension wound, finned tubes were used to replace tubes with lead soldered fins.

·   Provided technical expertise and supervised fabrication of a generator-end flux diverter for another power plant near Waco, TX in 14 days that could not be obtained from the OEM in time to meet the plant's schedule; delivered significantly below OEM quote.

·   Provided technical direction and supervision for the successful repair of four 250,000 gallon per minute circulation pumps for the Comanche Peak nuclear power plant in Glen Rose, TX at the client’s Dallas-based repair facility.
